Legal Counsel and Secretary of the Board
Paula Novo holds a Law Degree from the University of Santiago de Compostela (USC) and has been a State Lawyer since 2009.
From July 2023, she held the posts of General Secretary and Secretary of the Board of Directors of COFIDES. She has also been the Head of Legal Advice, General Services, Human Resources and Information Technology.
From 2021 to 2023 she was State Attorney - Coordinator of the Insolvency Department.
During her career as a State Lawyer, she has held various positions in the legal service of the Spanish Tax Agency (AEAT) and in several departments of the State Attorney General's Office and Ministries. She has also been Secretary General and Secretary of the Board of the public business entity Red.es, Secretary of the Board of INCIBE and Secretary of the Board of Trustees and the Executive Committee of FUNDETEC.
She is co-author of several works and publications and has collaborated as Associate Professor at Pompeu Fabra University, giving seminars.
As Director of Legal Advice and Secretary of the Board, she is responsible for designing and proposing internal policies within the scope of her competencies, as well as providing legal advice on policies and initiatives proposed by the rest of the units for the smooth functioning of the Institute. The functions performed by the Technical Secretariat, such as the management of matters relating to the General Council of ICO and relations with the Public Administrations, Entities and Organisations, also fall under the Directorate, reporting directly to her.
She is also responsible for managing the office of the Secretary of the Board of Axis Participaciones Empresariales SGEIC, S.A. S.M.E., the office of the Secretary of the Board of Trustees of the ICO Foundation and providing legal advice to the General Council and the Operations Committee (COPER).
The Legal Advisory Department is responsible for the Asset Operations and Recoveries and Guarantees Advisory Department, the European, Institutional and State Funds Affairs Advisory Department, the Financial Operations, Economic and Labour Policy Advisory Department, the Regulatory Compliance Department and the Procurement Department.
