Silvia Díez Head of State Funds

Silvia Díez Barroso holds a degree in Economics and Business Administration from San Pablo University C.E.U. (Madrid) and a Master's degree in Financial Markets from the Institute of Higher Education C.E.U.
She joined Instituto de Crédito Oficial in 1994, where she has held various roles and responsibilities in several positions in the Directorate General of Business:  Head of the Institutional Finance Unit, Head of the International and Structured Finance Unit and Head of the International Finance Department.

As Head of State Funds, she is responsible for coordinating and directing ICO's activity as the State Financial Agency, ensuring the correct formalisation, management, administration, financial monitoring and accounting of public funds and instruments of both domestically and internationally. She acts as the main interlocutor with the managing bodies of the Spanish Civil Service, ensuring operational coordination, accountability and compliance with obligations. She defines and maintains the operational and internal control framework for the funds, directs the annual planning and portfolio management, coordinates the formalisation of agreements and operations, and ensures the proper management of cash, bad debts, recoveries and the drafting of the annual accounts. 

She also gives impetus to process automation and digitisation, ensures the consistency and quality of reporting, and defines key management control and ongoing improvement indicators.

The Domestic State Funds Unit, the International State Funds Unit and the State Funds Management Area report to this Directorate.
