Sergio Sierra, Head of Financial Markets and Treasury

Sergio Sierra García-Romeral holds a degree in Economics and Law from the Carlos III University of Madrid and a Master's degree in Banking and Finance from the CUNEF Universidad (University School of Financial Studies). He has spent his entire career in the financial sector and most of it at ICO, where he joined the Capital Markets Unit in 2008.

For more than ten years, he was involved in raising funds in the capital markets and was part of the team in charge of issuing bonds in different currencies and markets, including the contracting of hedging instruments. In addition, he actively took part in the issuance of ICO Social Bonds and in the elaboration of the Social Bond Principles from the International Capital Market Association (ICMA). He also held the position of Head of Securitisation and Investor Relations, where he was responsible for analysing securitisation transactions and liaising with the Institute's investor base.

Currently, as Head of Financial Markets and the Treasury, he is responsible for the planning and operational execution of ICO's funding strategy in the markets, ensuring the correct preparation and materialisation of issues. He runs the day-to-day management of the Institute's cash and liquidity, coordinates the arrangement and execution of financial hedges, and maintains operational liaison with investors, investment banks, markets, depositaries and rating agencies. He also ensures the upkeep of legal documentation for the funding programmes, oversees the financial services associated with securitisations and third party issues, and implements the operational framework for investments in securitisations and investees. 

The Financial Operations Management Unit, the Capital Markets Unit, the Treasury Unit, and the Securitisation and Investee Management Unit report to this Directorate.
