Fernando Salazar

Fernando Salazar, civil servant by competitive examination in the Senior Corps of Commercial Experts and Economists of Spain, has a distinguished career in the field of international finance, particularly in the area of public financing of business internationalisation.

Much of his working career has been spent abroad. Mr. Salazar has been Chief Counsellor in the Economic and Commercial Offices of the Spanish Embassies in China and Brazil, as well as consultant at the Inter-American Development Bank (IDB). In Spain, he was Executive Vice President of ICEX, as well as Executive Chairman of the Cesce Group for six years. In addition, he has contributed to the development of the ICO Foundation and promoted its course of action as director from September 2024 to January 2025.

As General Director of International Corporate Financing, Mediation and State Funds at ICO, he is responsible for advisement, origination, management, admission, formalization and modifications of the operations and management of its clients, in coordination, where appropriate, with the national and international private financial sector. Likewise, this General Directorate will manage and implement financing operations and products derived from economic policy decisions and by the decision-making bodies of ICO, within its scope.

In addition, it will manage financing through ICO's Banking Intermediation Lines and will be responsible for the management and administration of the State Funds entrusted to the Institute in its capacity as State Financial Agency. 

The International Corporate Financing Division, the Financing of Mediation with Financial Institutions Division and the State Funds Division report to this Directorate.
